Job Purpose

The Senior Environmental Scientist or Geologist will work under the direction of the Planning Department Business Unit Director and will collaborate with a diverse team of environmental experts. This opportunity will include leading environmental due diligence activities, environmental assessments, remedial activities, general regulatory compliance, and permitting for a variety of clients consisting of local, state, and federal agencies, utility companies, and private developers. Responsibilities will include project management, client relationship management, and technical quality control reviews. The ideal candidate will provide industry experience and an interest in growing Straughan’s business by supporting proposals and sales meetings.  Candidates can apply both a full-time as well as part-time opportunity. 


Duties & Responsibilities

  • Manage, conduct, and oversee environmental due diligence activities, including all tasks required to complete Phase I and Phase II Environmental Site Assessments and Property Assessments/Inspections.
  • Coordinate, schedule, and perform site inspections for environmental due diligence assessments.
  • Support emergency response activities for oil spills, natural disasters, and other accidents involving environmental releases or concerns.
  • Provide support for hazardous materials management needs for infrastructure construction projects, including assessments, management plans, and field inspections.
  • Develop remediation plans and alternatives.
  • Provide Environmental Management System (EMS) audits and implementation guidance.
  • Prepare technical compliance documents required by local, State, and Federal regulations. Examples include (but are not limited to) Permit Applications and Exemptions for (air, water, waste), Spill Prevention, Control and Countermeasures (SPCC) Plans, Stormwater Pollution Prevention Plans (SWPPPs).
  • Identify and evaluate environmental risks and regulatory changes affecting projects.
  • Build strong relationships with permitting and regulatory agencies


Qualifications

Education

Bachelor’s Degree in geology or environmental science

Experience

·         10+ years of experience in environmental assessment and permitting efforts with a focus on hazardous material assessment and remediation.

·         Environmental Professional as designated by ASTM E1527-13

·         Experience completing Phase I and Phase II/III ESAs in addition to field sampling plans, and health and safety plans.

·         Experience with the preparation of permit applications and regulatory coordination for various projects.

·         Working knowledge of ASTM E1527-13 and E1527-21 Phase I ESA standards

·         Ability to write and review technical reports, documents, and proposals

·         Willingness to work as part of a team including taking on field and in office tasks with the Natural Resources and Planning Business Units

 


Desired Qualifications

  • Experience with air quality assessments and permitting for mobile and stationary sources. Experience with MOVES, Cal3QHC, and/or AERMOD a plus
  • OSHA 40 HAZWOPER Certification
  • Working knowledge of ArcGIS
  • Experience conducting air quality analysis and assessments for planning studies and National Environmental Policy Act (NEPA) documentation
